Haley: Council has been a protector of human rights abusers

The US has pulled out of the United Nations Human Rights Council, calling it a "cesspool of political bias".

Nikki Haley, the US envoy to the UN, said it was a "hypocritical" body that "makes a mockery of human rights".

Formed in 2006, the Geneva-based council has faced criticism in the past for allowing member countries with questionable human rights records.

But activists said the US move could hurt efforts to monitor and address human rights abuses around the world.

Announcing the decision to quit the council, Ms Haley described the council as a "hypocritical and self-serving organisation" that displayed "unending hostility towards Israel".

She was speaking alongside US Secretary of State Mike Pompeo, who denounced the council as "a protector of human rights abusers".

"Disappointing, if not really surprising, news. Given the state of #HumanRights in today's world, the US should be stepping up, not stepping back" -- UN Human Rights Chief #Zeid following USA decision to withdraw from U.N. Human Rights Council. #StandUp4HumanRights

End of Twitter post by @UNHumanRights

The UN Secretary-General António Guterres responded to the US decision to quit the council by saying he would have "much preferred" the US to remain a member.

The UN's human rights chief Zeid Ra'ad al-Hussein called the US withdrawal "disappointing, if not really surprising, news". Israel, meanwhile, praised the decision.

Analysis by Nada Tawfik, BBC News, New York

This is just the latest rejection of multilateralism by the Trump administration, and will likely unsettle those who look to the United States to protect and promote human rights around the world.

The United States has always had a conflicting relationship with the UN Human Rights Council. The Bush Administration decided to boycott the council when it was created in 2006 for many of the same reasons cited by the Trump administration.

Your child’s primary care doctor may recommend a particular neurologist at CHOP with whom your doctor already has a relationship.

The Pediatric Headache Program at Children’s Hospital of Philadelphia specializes in providing comprehensive assessment and treatment for children with disabling and difficult-to-treat headaches. At the Pediatric Headache Program, an experienced team works in close collaboration to help improve your child’s headaches and quality of life.

At CHOP, we use a variety of treatment options to alleviate or minimize pain and disruptions caused by headaches, including:

It is very important for your child to follow a regular schedule that allows time for eating, sleeping, and exercising, in order to decrease the frequency of headaches. Although genetics can play a big factor in headaches, lifestyle triggers can worsen the severity and frequency of headaches.

Our Pediatric Headache Program offers a specialized team of experts, an innovative and collaborative approach to treatment, and a full range of treatment options.

Children with chronic headaches often find it difficult to participate in normal activities. While it may feel impossible to go to school some days, children with chronic headaches do better if they regularly attend. Staying home can worsen headaches by increasing stress from missed schoolwork and interfering with regular sleep schedules. The structure and social interactions of school can also help improve headache symptoms.

Acute medicines work best if they are used as soon as your child begins to feel a headache episode start. However, taking acute medicines (even over-the-counter medications like acetaminophen or ibuprofen) more than two or three days per week can make headaches more frequent.

Acute medications include anti-inflammatory, anti-nausea and migraine-specific medicines. We often prescribe a combination of these medications.

Preventive medications may be prescribed if your child consistently has more than one headache a week. These medicines must be taken every day, even if your child does not have a headache.

It can take two to three months for these medicines to be fully effective. We recommend continuing the medicine until your child’s headaches have been infrequent for six months.

Headaches can interfere with your child’s mood over time. Cognitive behavioral therapy (CBT) can help your child develop positive thought patterns to help improve mood and make headaches better.

Combining CBT with medicine is more effective than taking medicine alone.

At CHOP, our psychologist uses CBT and other techniques to help patients decrease headache symptoms. We may also recommend a local psychologist or psychiatrist to provide additional support to your child and family. Please consult your insurance company for assistance with local referrals.

Who is an author?

Under the copyright law, the creator of the original expression in a work is its author. The author is also the owner of copyright unless there is a written agreement by which the author assigns the copyright to another person or entity, such as a publisher. In cases of works made for hire, the employer or commissioning party is considered to be the author. See Circular 30 , Works Made for Hire .

What is a deposit?

A deposit is usually one copy (if unpublished) or two copies (if published) of the work to be registered for copyright. In certain cases such as works of the visual arts, identifying material such as a photograph may be used instead. See Circular 40a , Deposit Requirements for Registration of Claims to Copyright in Visual Arts Material . The deposit is sent with the application and fee and becomes the property of the Library of Congress.

What is publication?

Publication has a technical meaning in copyright law. According to the statute, “Publication is the distribution of copies or phonorecords of a work to the public by sale or other transfer of ownership, or by rental, lease, or lending. The offering to distribute copies or phonorecords to a group of persons for purposes of further distribution, public performance, or public display constitutes publication. A public performance or display of a work does not of itself constitute publication.” Generally, publication occurs on the date on which copies of the work are first made available to the public. For further information see Circular 1, Copyright Basics , section “ Publication ”.

What is a copyright notice? How do I put a copyright notice on my work?

A copyright notice is an identifier placed on copies of the work to inform the world of copyright ownership. The copyright notice generally consists of the symbol or word “copyright (or copr.),” the name of the copyright owner, and the year of first publication, e.g., ©2008 John Doe. While use of a copyright notice was once required as a condition of copyright protection, it is now optional. Use of the notice is the responsibility of the copyright owner and does not require advance permission from, or registration with, the Copyright Office. See Circular 3 , Copyright Notice, for requirements for works published before March 1, 1989, and for more information on the form and position of the copyright notice.

What is copyright infringement?

As a general matter, copyright infringement occurs when a copyrighted work is reproduced, distributed, performed, publicly displayed, or made into a derivative work without the permission of the copyright owner.

What is peer-to-peer (P2P) networking?

A type of network where computers communicate directly with each other, rather than through a central server. Often referred to simply as peer-to-peer, or abbreviated P2P, a type of network in which each workstation has equivalent capabilities and responsibilities in contrast to client/server architectures, in which some computers are dedicated to serving the other computers. A "network" is a group of two or more computer systems linked together by various methods. In recent usage, peer-to-peer has come to describe applications in which users can use the Internet to exchange files with each other directly or through a mediating server.
